Abstract

The purpose of this study is to examine the effectiveness of Village-Owned Enterprises (BUMDes) fund management in Dolong A Village and to identify the factors that hinder its implementation. This research uses a qualitative method with a descriptive approach. Qualitative research aims to describe the research object through interviews, observations, and documentation, particularly focusing on events, social interactions, or community activities, using a descriptive qualitative approach. The results of the study indicate that the management of BUMDes funds in Dolong A Village is not yet optimal. This is due to programs that are not well-targeted, ineffective socialization, and weak supervision caused by insufficient needs analysis, limited information, and a lack of transparency and community involvement. On the other hand, several inhibiting factors were found. Internally, the effectiveness of BUMDes is hampered by low human resource capacity, weak financial systems, poor coordination, and minimal planning and community participation. Externally, it is influenced by limited government support, weak village economic conditions, inadequate infrastructure, competition from outside businesses, policy changes, and a lack of community support.
