Abstract

This study aims to analyze the transformation of Civic Education in shaping youth character based on local values in the digital era, particularly in the context of Gorontalo City. The method used is library research with a descriptive qualitative approach by analyzing relevant scientific literature published in the last five years. Data analysis was conducted using content analysis to identify key themes, concepts, and findings related to the role of Civic Education in character building. The results show that Civic Education plays a strategic role in shaping youth character through the internalization of Pancasila values integrated with local wisdom. Contextual and project-based learning, supported by the use of digital media, is proven to enhance civic awareness, critical thinking skills, and students’ social responsibility. However, its implementation still faces several challenges, such as low digital literacy, limited teacher competence, and the suboptimal integration of technology in learning processes. The study concludes that the transformation of Civic Education is essential in responding to the challenges of the digital era. It should be developed in a contextual and transformative manner by integrating local values and digital literacy, supported by synergy among schools, families, government, and society to produce a generation that is character-driven, adaptive, and has strong integrity.
