DARK NUMBER OF CRIMES: (Pentingnya Pendekatan Proaktif Aparat Penegak Hukum dalam Mendorong Pelaporan Korban)

This study aims to analyze the proactive approach of law enforcement in encouraging crime victims to report incidents, with a focus on the phenomenon of the dark number of crimes (unreported crimes). The research method used is qualitative with a case study approach, conducted at the Bone Bolango District Police. This study examines cases of violence experienced by 38 participants of the Basic Student Leadership and Management Training (LKMMD) who became victims of violence by the committee. The results show that investigators only advised victims to report the incidents without providing further support, such as psychological assistance or facilitation of the reporting process. Law enforcement's attention was more focused on the report from the parents of Hasan Syahputra Marjono, a victim who died during the LKMMD activities. These findings indicate that the reactive approach currently in place has not been effective in encouraging victims to report crimes. The study concludes that proactive strategies, such as providing psychological support, facilitating the reporting process, and conducting educational campaigns to raise public awareness, are necessary to reduce the dark number of crimes. The implementation of these measures is expected to enhance the effectiveness of law enforcement and encourage active victim participation in the crime reporting process.
