IMPLEMENTASI KEBIJAKAN PERATURAN DAERAH KABUPATEN BOALEMO NOMOR 11 TAHUN 2002 TENTANG LARANGAN HEWAN LEPAS

Abstract

The Regional Regulation concerning the Prohibition of Loose Animals was drafted with the aim of maintaining public safety and comfort. This policy also emphasizes the responsibility of livestock owners to continuously supervise and care for their livestock to prevent damage to residents' agricultural land, traffic accidents, and environmental pollution. This research employed a qualitative method with a descriptive approach, where data was obtained through observation, interviews, and documentation of the subjects of the study. The results indicate that the implementation of Regional Regulation Number 11 of 2002 concerning the Prohibition of Loose Animals in Boalemo Regency has not been optimal, as its implementation has not fully align with the established policy plan. Several factors hindering the implementation of this policy include minimal public outreach, weak oversight by relevant parties, and low public awareness of the importance of compliance with this regulation. Therefore, strengthening implementation and a more intensive outreach strategy are needed to ensure effective policy implementation and achieve the desired goals.
