Abstract

Village development emphasizes community participation as an essential element in ensuring that development programs align with local needs and aspirations. However, community involvement in the Village Development Planning Deliberation (Musrenbang) in Bubeya Village, Suwawa District, Bone Bolango Regency, has not yet been fully optimized, particularly in the stages of planning, implementation, and evaluation of development programs. This study aims to analyze community participation in village development through Musrenbang and to examine the role of the village government in facilitating participatory development. The research employed a qualitative descriptive approach, with data collected through observation, in-depth interviews, and documentation involving village government officials, community leaders, women, youth representatives, and local residents. Data were analyzed using data reduction, data display, and conclusion drawing techniques. The findings indicate that community participation remains relatively low and uneven, influenced by limited public understanding of Musrenbang, insufficient dissemination of information, restricted access to participation, and the dominance of certain groups in the planning process. Nevertheless, community involvement was found to increase when development programs directly addressed immediate community needs. The study concludes that strengthening public awareness, improving communication, and expanding inclusive participation mechanisms are essential to enhancing the effectiveness of participatory village development.
