Abstract

Village administrative services constitute an important aspect of public service delivery because they directly influence community satisfaction and trust in local government. However, administrative services in many villages often encounter challenges related to procedural implementation, service effectiveness, and compliance with established service standards. This study aims to analyze the implementation of administrative services in Potangoan Village, Bukal District, Buol Regency, and identify factors that influence the quality of service delivery. The study employed a descriptive qualitative approach. Data were collected through observations, interviews, and documentation involving key informants consisting of the village head, village officials, community leaders, youth leaders, and community members. Data were analyzed using descriptive qualitative techniques, while source and method triangulation were applied to ensure data credibility. The findings reveal that administrative services have generally been conducted based on existing procedures; however, their implementation has not been fully optimal. Service delivery is frequently carried out outside the village office, resulting in delays in service completion and reducing service effectiveness. In addition, available facilities and infrastructure have not been utilized optimally to support administrative processes. The study concludes that improving administrative service quality requires stronger adherence to standard operating procedures, optimal utilization of service facilities, and increased professionalism among village officials to enhance the effectiveness and efficiency of public service delivery.
