The Effectiveness of the Rumah Mahayani Program in Improving Community Welfare in Bulota Village, Talaga Jaya District, Gorontalo Regency

This study aims to analyze the effectiveness of the Rumah Mahayani Program in improving the welfare of the community in Bulota Village, Talaga Jaya District, Gorontalo Regency, and identify factors that hinder its implementation. This study uses a qualitative approach with a descriptive type of research. Data were obtained through observation, semi-structured interviews, and documentation. The research informants consisted of village officials, program implementers, community leaders, and beneficiaries of the Mahayani House Program. Data analysis is carried out through the stages of data reduction, data presentation, and conclusion drawing and verification. The results of the study show that the Rumah Mahayani Program has been running effectively in improving the welfare of the community. From the input aspect, the program is implemented through transparent planning and the determination of appropriate targets based on the results of field verification and village deliberations. In terms of output, the construction of houses has met the technical standards set with the support of synergy between the village government, village assistants, and technical teams. From the outcome aspect, the program has a positive impact in the form of improving the quality of housing, a sense of security, social dignity, and encouraging the economic productivity of the beneficiary communities. However, the effectiveness of the program still faces several obstacles, namely the incomplete legality of land ownership, limited technical supervision, bureaucracy in the gradual distribution of materials, fluctuations in the price of building materials, limited non-governmental capabilities, and the unavailability of kitchen and toilet facilities in the standard aid package. Based on the findings of the research, it can be concluded that the Mahayani House Program has made a real contribution to improving the welfare of the community in Bulota Village. However, improvements in administrative, technical, and funding aspects are still needed so that the implementation of the program can take place more optimally, sustainably, and provide wider benefits.
